Extension of the states of emergency following the exceptional weather events that occurred in Emilia-Romagna from 17 September 2024, in the Marche region from 18 September 2024 and in Emilia-Romagna from 17 October 2024.
Rif:
- 23 September 2024: measure suspending mortgages pursuant to Article 8 of Order No. 1100 of 21 September 2024 issued by the Head of the Civil Protection Department, related to the duration of the state of emergency for 12 months.
- 27 September 2024: measure suspending mortgages pursuant to Article 8 of Order No. 1101 of 21 September 2024 issued by the Head of the Civil Protection Department, related to the duration of the state of emergency for 12 months.
- 6 November 2024: measure suspending mortgages pursuant to Article 5 of Order No. 1109 of 21 September 2024 issued by the Head of the Civil Protection Department, related to the duration of the state of emergency for 12 months.
With reference to the above Ordinances, by resolution of the Council of Ministers of 28 August 2025 – published on the website of the Department of Civil Protection and currently being published in the Official Gazette – ‘the state of emergency is extended for a further twelve months as a result of the exceptional weather events that occurred in the aforementioned territories’.
All further conditions governing the suspension of the mortgage still in place remain unaffected.
Therefore, holders of mortgages who find themselves in one of the above conditions and who have already benefited from the moratorium provided for by the Ordinance, may request the extension of the moratorium until the property concerned is fit for habitation or habitable and in any case no later than the date on which the state of emergency ceases (in the case of agricultural land), opting for the suspension of the entire instalment or only the principal amount, subject to the presentation of self-certification of the damage suffered, pursuant to Presidential Decree No 445 of 28 December 2000 and subsequent amendments and additions.
All further conditions governing the suspension of the mortgage still in place remain unaffected.
